The public sector faces the twin challenges of meeting increasing and evolving demand whilst operating in an era of constrained, or even declining budgets.  Whatever the service being provided – from healthcare to transport to asset management – or the type of public sector organisation – from national government local authorities to delivery bodies – public sector organisations need to design and implement new approaches to be able to meet their service obligations within their available budget.

Credo brings new thinking and approaches to the public sector to help address these challenges.  We combine the strategic approach and commercial discipline which we have developed working with the private sector with a broader understanding of the economic and social dynamics challenging public sector bodies.  This combination allows us to develop and implement strategies to modernise and streamline service delivery with the three aims or improving service, reducing cost and ensuring sustainability, whilst also aligning our work and our approach to a culture and value set of our public sector clients.

For example:

  • In the healthcare sector we have implemented new operating models alongside leading NHS Foundation Trusts, aimed at leveraging the benefits of collaboration and scale to improve patient outcomes, removing unwarranted variation and deliver cost efficiencies
  • In the transport sector, we have developed models to leverage third party funding to enhance and expand the rail network and helped the public sector make the economic case for schemes ranging from urban transport networks in Singapore to Spaceports in Cornwall
  • In the telecoms sector, we have helped local authorities identify the commercial opportunities from their back office infrastructure, and develop strategic partnerships with the private sector to monetise this opportunity and develop new third party revenue models

The challenges of delivering public sector services also create growth opportunities for private sector organisations that are able, through operational excellence and investment, to do more for less. Our engagements in this area have included supporting:

  • Development of new procurement models, which offer greater value for money and encourage more innovation
  • Selection of new delivery partners, who can offer a range of services in a more integrated and cost efficient way
  • Identification new funders, who can bring the benefits of private sector funding to help cover capital costs of new schemes, offset some of the operating costs and commercialise ancillary revenue opportunities

Credo’s understanding of the dynamics of these core markets, the needs of the public sector clients and the capabilities of the private sector supply chain means that we are uniquely positioned to help contractors and suppliers take advantage of the opportunities as they arise and help stimulate the debate about the best avenues for innovation.  For example, we have:

  • Helped develop the argument for new development and delivery models in social housing
  • Led the repositioning of the role of transport spending from a social investment to an economic requirement
  • Assessed the best contracting model for the NHS to deliver PET-CT services across the UK, balancing the economic benefits of national procurement with the requirement to develop solutions suitable to local conditions
